To effectuate within New Castle County Delaware the Economic Opportunity Act of 1964, as amended in order to initiate, strengthen, supplement and coordinate efforts to eliminate poverty by making available to the poor, opportunities for education and training. 

The agency shall also effectuate plans and programs designed to improve the quality of life for New Castle County Delaware residents and is specifically authorized and empowered to operate a child care program, provide residential and non-residential services to victims of domestic violence, plan for and provide housing assistance and housing development, provide protective and preventive services under the meaning of such services within the rules and regulations of the State of Delaware, and such other charitable, educational, job training and other civic services which are consistent with the purpose of this organization.
